SEPTA Strike May Begin at Any Time
UPDATE: As of the morning of Thursday, November 14, SEPTA services are operating on normal schedules, as its workers' union negotiates a new contract. We continue to monitor the possibility of a SEPTA strike in the coming days, in which case contingency plans remain in place. Click here to view those contingency plans.
A possible SEPTA workers’ strike may start as early as the morning commute tomorrow (Friday, November 8). Please be aware that this situation is fluid and information is subject to change. Commuters are advised to check SEPTA’s website every morning for the latest updates until the labor dispute has been settled.
In the event of a strike:
- According to SEPTA’s Service Interruption Guide, SEPTA bus and metro routes within the city of Philadelphia will not operate. Impacted lines are detailed in the SEPTA guide.
- The University of Pennsylvania’s contingency plan will be in place.
This contingency plan includes express shuttle service between mass-transit hubs and campus, operated weekdays during the morning and evening rush hours by Penn Transit and neighboring institutions. These shuttles are free to riders who show a valid PennCard.
- Penn and Drexel shuttles will offer two loops, from the 69th Street Terminal AND 15th and Locust Streets to 33rd and Ludlow Streets AND 32nd and Walnut Streets.
- Penn Transit Ambassadors will be on-site at pickup locations, guiding riders to vehicles and checking PennCards and IDs.

To determine the best route for your commute, see Penn Transit’s at-a-glance suggestions below.
If you are traveling to/from: | Consider this option: |
South Philadelphia | CHOP loop |
Center City/Rittenhouse | Penn Transit / Drexel loop |
West Philadelphia | Penn Transit / Drexel loop or CHOP loop |
Woodland Avenue toward 56th Street | CHOP loop |
New Jersey | Penn Transit/Drexel loop to 15th and Locust PATCO station |
69th Street terminal for connections to SEPTA suburban services | Penn Transit / Drexel loop |
Please note that contingency services operated by Penn during a public transit service disruption are intended to aid employees with their commutes but are in no way envisioned as a direct replacement for SEPTA services. Both the number of available shuttles and their respective capacity are limited. Numerous factors, such as road construction and anticipated increases in traffic during the strike period, may extend travel times. Commuters are encouraged to seek alternative solutions such as hybrid work arrangements, carpooling, biking, and walking.
Commute-specific guidance will be sent to Penn employees who participate in the Commuter Benefits program or have a Penn Parking permit. If you have questions or concerns, please click here for FAQs or contact commuterservices@upenn.edu.
